No matter how anyone cuts it there is no reason to ever bring Elite Persians over Parthian foot, and Syrians. Syrians are still a way better unit there. They suck and have sucked since this game launched. All you need to do is make sure they're supported and enemy heavy cav won't be able to take them out very If you want to think so that's fine, but its just not true! The fact is Elite Persian archers suck, ask anyone in the competitive MP player who plays the game all the time. Also, I still think you're underselling elite persian archers. It just means you probably shouldn't take very many of them. That's because cataphracts are not the tactical focus of Hellenic faction design. The tools are available to you, but it's going to be weaker and more expensive than with an eastern faction. The idea is that you can make a Hellenic cataphract build if you want. They couldn't just make Hellenics super crappy 'cause then it would be a useless cataphract unit, so in order to balance the way they wanted, they also had to make Hellenics a little more expensive than they could have been. Greeks are supposed to lose to eastern factions in a cataphract fight.
Baktria even has comparable horse archers and Seleucids get chariots. Both factions with Hellenic Cataphracts also have elephants. Hellenic factions have better swords, better spears, they have pikes, better javelin skirmishers, Thureos Spears, and so on. Yes, Eastern Cataphracts are more cost effective.
I'm referring specifically to your passing comparison of Hellenic Cataphracts and Eastern Cataphracts. Heir, when discussing balance, you shouldn't compare units from totally different factions so closely.
